EDF Congratulates Susan Mongtomery and Ted Cooke on their appointment to the Arizona Water Infrastructure Finance Authority Board
Statement of Chris Kuzdas, Arizona Water Program Director
(FLAGSTAFF, AZ – March 23, 2026) Arizona Gov. Katie Hobbs appointed longtime water leaders Susan Montgomery and Ted Cooke to the Water Infrastructure Finance Authority (WIFA) Board of Directors. Montgomery’s practice has focused on Indian Law, water law and water rights, environmental law, and land policy for over 25 years. Cooke recently served as the general manager of the Central Arizona Project (CAP), where he navigated some of the state's most complex water delivery and policy challenges.
“Susan Montgomery and Ted Cooke are exceptional choices for the WIFA Board. Susan's extensive experience with water law and policy, working on behalf of Tribes, and her tireless dedication to serving Arizona’s communities make her a tremendous asset. Ted brings decades of unparalleled expertise in managing Arizona's complex water infrastructure and a highly analytical, data-driven approach to long-term water security. The state of Arizona is stronger because of their continued service.
“As Arizona continues to work for a secure water future in partnership with neighboring states and Tribal governments, having both Montgomery and Cooke at the table is crucial. Susan's deep expertise protecting Tribal resources and sovereignty, and Ted's proven track record of finding pragmatic, collaborative solutions during times of historic drought, are invaluable. We look forward to our continued collaboration with them in these critical roles.”
