Energy Transition Overview
EDF’s Energy Transition team aims to bend the curve on global greenhouse gas emissions from fossil fuel production and use by 2030, cleanly and equitably. The U.S. Power Sector team is focused on addressing the climate crisis with durable, effective policy at the state and federal designed to swiftly cut emissions from electricity production. The team is working to advance policies and programs that enable us to achieve a net zero economy by midcentury, including through rigorous technical and policy analysis, public education and outreach, and legislative, regulatory, and corporate advocacy.
Overall Function
The Senior Analyst, Clean Electricity will develop and execute complex technical and policy analysis on a breadth of energy topics to support regulatory and legislative efforts to decarbonize California’s electric power system and advance state-level clean energy policy. This position will monitor regulatory actions, summarize testimony and key positions, and help represent EDF in regulatory processes underway at key California administrative agencies, including the California Public Utilities Commission.
The Senior Analyst will report to the Director, Regulatory & Legislative Affairs in California and will collaborate with other analysts, scientists, and policy specialists across the program and throughout EDF. They are a part of the U.S. Clean Power Sector team in Energy Transitiion's Clean Electricity Focus Area. They will directly engage outside partners, experts, decisionmakers, and stakeholders, both to ensure that our analysis is robust and well-informed and to enable broad dissemination of our findings for use in achieving our policy goals.
Key Responsibilities
- Contribute to development of and support a comprehensive strategy for advancing various state-level policy objectives, including coordinating with external stakeholders, meeting with regulatory staff and other decisionmakers, supporting communication campaigns, representing EDF at public meetings, and tracking legislation and regulatory proceedings.
- Evaluate new project ideas, providing recommendations consistent with established EDF positions.
- Participate in advancing EDF organizational effectivensss and culture goals in which people from all backgrounds and experiences feel connected, included, and empowered to address the environmental and organizational challenges in alignment with EDF values.
- Research and develop recommendations on complex policy design matters related to clean electricity (with particular emphasis on offshore wind and other clean firm power generation resources), new transmission lines, western regional electricity markets and utility deployment of hydrogen.
- Conduct environmental, business, policy, and market research and analysis to support California decarbonization efforts to evaluate emissions, economic, and equity implications of proposed regulations and drafted legislation.
- Perform literature reviews and research, analyzing and synthesizing information.
- Lead on initial drafting of comments, white papers, and other documents summarizing research for a broader audience.
- Develop public communications materials, including presentations, Op-Ed pieces, and blog posts, in collaboration with relevant EDF staff.
- Work with internal communications staff to maintain up-to-date information on websites.
- Communicate project results to EDF colleagues, NGO and corporate partners, the media, and other stakeholders through engaging reports and presentations.
- Support project management efforts, including coordinating team activities and meetings as needed.
- Collaborate with relevant internal and external stakeholders to advance Focus Area priorities.
- Provide support for EDF’s participation in the intervenor compensation program.
- Additional relevant responsibilities as assigned.
Qualifications
- 4+ years of relevant experience and a bachelor's degree in environmental science, economics, public policy, or related fields required. A relevant master’s degree may substitute for up to two years of experience.
- Results-oriented with the ability to think strategically and fulfill responsibilities in a timely and effective manner.
- Demonstrated ability to work both independently and collaboratively as a member of a multidisciplinary team spread across multiple time zones using independent judgment required to plan, prioritize, and organize a diversified workload.
- Strong interpersonal, public speaking, verbal and written communication, and presentation skills, with the demonstrated ability to effectively synthesize and communicate basic technical and policy findings in a clear and concise manner to colleagues internally and to external non-technical audiences.
- Ability to effectively engage with policy professionals from a variety of backgrounds; an excellent listener and fast learner.
- Demonstrated self-awareness, cultural competency and inclusivity, and ability to collaborate with colleagues and stakeholders across all cultures and backgrounds.
- Excellent research and analytical skills, and an interest in performing rigorous analysis in support of highly visible work.
- General familiarity with California’s energy landscape, including an understanding of electricity market structure.
- Proactive, attentive to detail, and highly organized.
- Strong computer proficiency, including advanced experience with Excel, Word, and PowerPoint.
